What is an Item Upgrader in Pokemon Go?

Some boosts are useful in specific builds (such as Whistan's shield for FB sorcs) while others can provide significant value to specific collectors.
Some items have an inherent boo, which is not effective when upgraded, for example the Goldwrap that gives you more slots for potion. They are often upgraded to add value to a near-perfect or perfect item.
Costs
There are some costs related to upgrades of items. The first is the cost for the upgrade. This cost can be expensive and is contingent on the new ilvl of the item and the number of perks it receives. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) are costly.
The other is the cost of the materials needed for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists Of Pandaria or Warlords of Draenor Quests. These materials are available in the inventory of an Upgrade Vendor.
Upgrades to an item are an intricate process that takes time. It can take up to 8 hours, depending on the size of an upgrade. The stats that are the base of the upgraded item are calculated based on its new ilvl as well as other characteristics. This calculation determines the new Armor Class bonuses, damage dice, as well as other important statistics. In some instances, the upgrade will grant additional benefits that can be chosen from a list of benefits.
In rare cases the upgrade will only replace the highest-costing perks.
